Bridge Construction and Maintenance DDOT is responsible for providing professional management of bridge construction and rehabilitation. DDOT operates and maintains the Woodrow Wilson draw span and the South Capitol (Fredrick Douglass Memorial) swing span. It also cleans, maintains and repairs tunnels within the District of Columbia and, in cooperation with MPD, enforces the size and weight plan for vehicles in DC.
